Abstract
The Free Nutritious Meal Program (MBG) is one of the Indonesian government's national priority programs that was officially implemented in January 2025, but its implementation has drawn public criticism regarding menu quality, food safety, and budget effectiveness. In the digital space, the @barengwarga account on social media platform X appears as one of the non-governmental actors actively highlighting issues with the program's implementation. This study aims to determine and provide an understanding of the agenda setting practices carried out by the @barengwarga account in shaping public opinion towards the 2025 MBG Program. This study uses a qualitative approach with a descriptive analytical method through observation of @barengwarga account posts, semi-structured in-depth interviews with political communication expert informants and X social media users, and documentation. Data were analyzed through the stages of data reduction, data presentation, and drawing conclusions and verification, which were strengthened by triangulation of sources, methods, and theories. The results of the study indicate that the @barengwarga account carries out first-level agenda setting practices through the intensity of posts, the use of the hashtag #AwasiMBG, and the provision of the mbgwatch.org reporting platform that consistently increases the salience of the MBG issue in the digital public space. At the second level of agenda setting, this account shapes issue attributes by highlighting issues of food quality, food safety, and budget transparency. These practices have three main implications for public perception: building new understanding, broadening perspectives, and strengthening previously held critical views. This study concludes that the @barengwarga account plays a role as a non-state digital actor that carries out the function of an agenda setter as well as a social control mechanism over government policies in the implementation of the MBG Program.
