Abstract
Surabaya City Government continues to be committed to improving public services, especially in absorbing the aspirations of the community. In realizing the commitment in political will, support for political leaders is a must. This research aims to investigate the political will of Ir. H. Armuji, M.H., through Cakji Aspiration House in strengthening political support in Surabaya City during the 2020-2024 period. The research method used is qualitative with a descriptive approach. The theoretical foundation of this research refers to the theory of political will by Carmen Manela, which highlights the commitment of political leaders and bureaucrats to act as a starting point for understanding the process of forming and developing this commitment. The research data was obtained through primary data sources, namely interviews and documentation, as well as secondary data obtained through the study of relevant literature. The results showed that Armuji's political will through Cakji aspiration house is shown by the existence of political want in the form of awareness of the benefits of aspiration houses, political can in the form of ability to relate to related agencies, skills in organizing resources in the form of aspiration house teams and political must in the form of pressure from the community in service changes related to aspirations. The existence of Cakji aspiration houses can increase political support in Surabaya City in the form of social support in the form of enthusiastic participation from the community and in the form of cooperation with Surabaya City influencers, legitimacy in the form of recognition to promote aspiration houses, commitment in the form of Armuji's willingness to maintain aspiration houses, and policy direction in the form of aspiration houses that can support development policies in Surabaya.
