Abstract
An integrated Hospital Management Information System (SIMRS) and robust information security are vital aspects of healthcare services. The primary concern at Bhakti Asih General Hospital is the necessity for an in-depth evaluation of information system governance to ensure that risk management, security, and compliance aspects function optimally and are measurable. This research employs COBIT 2019 as the assessment framework, as it represents a collection of best practices for enterprise governance; thus, this study aims to determine whether the governance processes at Bhakti Asih General Hospital meet these best practice criteria, specifically regarding risk and security aspects. The domains assessed in this study include EDM, APO, DSS, and MEA, focusing on processes EDM03, APO12, APO13, DSS02, DSS04, DSS05, and MEA03. The results indicate that the capability and maturity level of governance at Bhakti Asih General Hospital is at Level 3 (Defined) with an average score of 77.82%. The primary issues were identified in the managed security services (DSS05) and managed compliance (MEA03) processes, where the gap analysis revealed a deficit of 1 level below the expected target (Level 4). Consequently, the outcomes of this research, comprising risk mitigation strategies and User Interface design recommendations, are expected to be implemented by Bhakti Asih General Hospital to improve its information system governance.
