Abstract
This research aims to analyze the challenges in maintaining and strengthening the neutrality of the State Civil Service in the 2024 General Election at the Ministry of Defense. The neutrality of State Civil Apparatus is essential to maintain bureaucratic professionalism and accountability and to ensure a fair and democratic general election process. This research uses qualitative methods with descriptive analysis methods. Data was collected through in-depth interviews with various sources including senior officials, State Civil Apparatus employees, and political observers as primary data. Secondary data was collected through literature studies sourced from books, journal articles, and legal documentation that regulates the neutrality of State Civil Apparatus in the contestation of General Elections. The results of the research show that strengthening the neutrality of the State Civil Apparatus in the 2024 Presidential Election at the Ministry of Defense is influenced by several main challenges, including the influence of the political loyalty of senior officials, the advancement of the Minister of Defense as a Presidential Candidate (political master), and the monitoring system and regulations implemented by state institutions such as the Election Supervisory Agency and the State Civil Apparatus Commission which have shown positive results in maintaining the neutrality of State Civil Apparatus. The positive implications of strengthening State Civil Apparatus neutrality in the 2024 Presidential Election at the Ministry of Defense have an impact on increasing professionalism and accountability as well as strengthening democratization
