Abstract
Exports of Indonesian tapioca flour to Malaysia during the 2018-2023 period have fluctuating figures. Indonesia is one of the largest tapioca producers in the world. In an effort to expand markets and increase exports, Indonesia must choose the right market to market its products. One of Indonesia's potential markets is Malaysia. Malaysia is a country that is an export destination for tapioca flour because Malaysia and Indonesia are not much different in their people's habits, so sellers are confident that Malaysian people will like the basic ingredients of this processed flour. However, in the process of exporting tapioca flour to Malaysia, it was discovered that there were quite big export challenges in terms of low prices, making this tapioca flour product experience saturation in exports in the 2018-2023 period. This research aims to determine the export strategy carried out by the Indonesian government to Malaysia in the 2018-2023 period using international trade theories and concepts and export and import concepts which help the author in solving the research problem formulation. In this research, the author used a qualitative method in which the author conducted interviews, collected literature studies, and processed data presented by the government via available websites. The author carried out data collection, reduction, presentation and verification of data. The final result of this research is that the government has implemented internal and external strategies in an effort to increase the export strategy of Indonesian tapioca flour to Malaysia for the 2018-2023 period. Internally, the Indonesian government has also made efforts not only from borders, but also to facilitate export documents and capital costs for domestic exporters who want to export this primary product of tapioca flour. From an external perspective, the Indonesian government lobbies in the form of a bilateral meeting forum between the two countries in Malaysia which includes the Embassy of the Republic of Indonesia, the Trade Attaché, the Ministry of Trade, buyers from Malaysia, as well as companies and MSMEs who want to export tapioca flour and other products. The forum is called the Malaysia-Indonesia Halal Showcase (MIHAS). The strategies implemented include activities such as Buying Mission, Business Matching and Export Promotion. by the Indonesian Embassy's Trade Attaché in Malaysia.
