Abstract
Social media has become a primary tool for public figures and politicians to communicate directly with the public. Beyond being cost-effective and accessible, it offers the ability to reach diverse segments of society directly. A prime example is Ridwan Kamil, who utilizes Instagram to communicate with the public, addressing various inquiries and providing updates on his ongoing programs. This study focuses on a specific post made by Ridwan Kamil on his Instagram account (@ridwankamil) on March 27, 2025, to examine audience reception of a clarification message he shared. Employing Stuart Hall’s Encoding-Decoding model, data was gathered through interviews with five informants. The results reveal that among the five informants—who were asked the same set of questions—two held a "dominant-hegemonic" position, meaning they accepted and supported the meaning of the message in Ridwan Kamil's post. One informant held a "negotiated" position, acknowledging the intent behind the communication but withholding full acceptance due to specific reservations. Finally, two informants held an "oppositional" position, rejecting the message due to perceived ambiguities and viewing it merely as a move to repair his public image
