Abstract
This study aims to analyze how the X account @barengwarga executed agenda-setting to shape public opinion regarding the 2025 TNI (Indonesian National Armed Forces) Bill within the digital public sphere. The research employs McCombs and Shaw’s agenda-setting theory, encompassing both issue salience and attribute salience. A qualitative netnographic approach was adopted, utilizing qualitative content analysis on ten posts published by @barengwarga between March and October 2025, supplemented by in-depth interviews and documentation. The findings indicate that @barengwarga conducted first-level agenda-setting through post frequencies concentrated on critical moments, strategic issue placement, concise content presentation, and consistent coverage over the seven-month period. At the second level, the account highlighted substantive attributes such as the expansion of civil roles for active-duty soldiers, limited public participation in the legislative process, and TNI involvement beyond its core duties alongside affective attributes, including moral outrage, urgent fear, heroic pride, and critical satire. The study also reveals a public response characterized by the replication of the specific diction and argumentation patterns used by @barengwarga, particularly in posts with high engagement levels. Thus, @barengwarga successfully employed agenda-setting mechanisms to shape public opinion and foster critical discourse on the TNI Bill in the digital public sphere. However, this effectiveness remained confined to the discursive dimension and did not translate into changes in institutional decisions, as the TNI Bill was ultimately passed. This research demonstrates that non-state digital actors can effectively perform agenda-setting functions to generate and sustain public attention and discourse, yet success in shaping public opinion does not automatically result in policy changes.
