Abstract

This study aims to analyze the procurement practice of grass cover for the Gelora Bung Karno Main Stadium (GBK) conducted by the Gelora Bung Karno Complex Management Center (PPKGBK) and Terraplas UK as a form of transnational cooperation. The research employs a descriptive qualitative approach using document analysis and semi-structured interviews with representatives from the Public Relations, Legal and Administration Division, Procurement Division, and Marketing and Sales Division of PPKGBK. The findings show that the procurement was carried out through a series of cross-border public procurement stages, including needs identification, market analysis, verification of domestic industrial capabilities, supplier selection through comparative field testing, contract negotiation and formulation, shipment and receipt of goods, and utilization of the procured product. The study finds that the procurement process fulfilled the stages of cross-border public procurement in accordance with applicable regulations. Furthermore, the procurement reflected transnational cooperation through interactions between PPKGBK as an Indonesian public institution and Terraplas UK as a British private company, including cross-border coordination, contractual risk management, production inspections, and knowledge transfer through technical training. The procurement contributed to improving the management of the GBK Main Stadium through the adoption of internationally standardized turf protection technology, supporting the sustainability of the stadium as a strategic national asset.
