Abstract

This study aims to analyze the role of the Financial and Development Supervisory Agency (BPKP) and the political factors influencing the implementation of the Government Internal Control System (SPIP) as an instrument for corruption prevention in the Provincial Government of DKI Jakarta. This study employs a qualitative approach with a case study method through in-depth interviews, non-participatory observation, and documentation involving BPKP, the DKI Jakarta Provincial Inspectorate, the Jakarta Representative Office of the Supreme Audit Agency (BPK), Indonesia Corruption Watch (ICW), and the DKI Jakarta Agency for National and Political Unity (Kesbangpol) as a representative of an OPD implementing SPIP. The findings show that BPKP plays a strategic role through guidance, assistance, maturity evaluation, and coordination with APIP in strengthening SPIP implementation. SPIP implementation is also influenced by political-organizational dynamics, particularly actor interests, authority, leadership commitment, and inter-institutional relations. The Kesbangpol perspective shows that political interests may emerge in the implementation of OPD functions, while implementation remains guided by applicable regulations and institutional authority. This study concludes that the effectiveness of SPIP implementation depends on the interaction between the role of the supervisory institution, institutional conditions, and political dynamics in government administration.
