Abstract

This study analyzes the dynamics of inter-actor relationships and power relations in the implementation of the Transit-Oriented Area (TOD) Policy in Dukuh Atas, Jakarta. Using a qualitative approach with a case study of the Dukuh Atas Multimodal Pedestrian Bridge (JPM), this study is examined through R.A.W. Rhodes' Policy Network theory, which emphasizes resource interdependence, power dependence, and interaction patterns between actors. The results show that the actor network consists of four clusters: central and regional regulators, transportation operators and area developers, and civil society and academics. No single actor controls all resources, thus creating complex asymmetric interdependence. Key findings reveal the phenomenon of jurisdictional stratification, vertical fragmentation between central and regional governments, horizontal fragmentation between technical institutions, and the absence of a comprehensive national legal framework that leads to deadlocks in coordination and governance without government. This study concludes that the main obstacle to TOD implementation is not the physical design, but rather the fragmented institutional capacity of the state. Theoretically, this study strengthens the explanatory power of Rhodes' theory in the context of Indonesian decentralization. Practically, it is recommended to issue a national legal framework for TOD, establish a single authority for managing the area, and integrate seamless ticketing between flexibility
