Abstract

This study aims to examine the dynamics of the implementation of e-Musrenbang as a form of e-participation in the Tanjung Priok urban village, as well as the factors that support and hinder the follow-up to e-Musrenbang. This study employs a qualitative method, with data collection carried out through interviews with relevant stakeholders. This study draws upon Merilee S. Grindle’s theory of policy content and implementation environment, Rachel Thompson’s concept of the grouping of power and interests, and the concept of e-participation from the United Nations (UN) framework. The research findings indicate that Tanjung Priok Sub-district has made efforts to strengthen development planning mechanisms through e-Musrenbang, as evidenced by the successful realisation of priority proposals through the benefits and degree of change experienced by the community in terms of their engagement with development in their area, and the collaborative role of Tanjung Priok Sub-district through the power and interests of each stakeholder, as well as the successful implementation of e-information and e-consultation. However, some proposals have not yet been realised due to a gap in understanding between the proposals to be accommodated and the technical implementers, who are hampered by technical standardisation. The conclusion of this study is that, although the e-Musrenbang has been implemented through the efforts of the Tanjung Priok Sub-district Office across all neighbourhood units (RWs) to foster well-established digital participation, its implementation still faces several obstacles in terms of compliance and responsiveness from some members of the public and relevant local government units (UKPDs), which need to be addressed immediately in order to accommodate priority proposals and achieve effective digital participation.
