Abstract

The implementation of the Electronic-Based Government System (SPBE) is carried out as an effort to improve the quality of government administration through a more structured and measurable integration of information technology utilization. However, in its implementation at the BPIW Secretariat, several issues are still encountered, such as overlapping applications across units, limited human resource capacity, and suboptimal management of information security, service continuity, process control, and risk management aspects. Therefore, this study aims to assess the capability level of SPBE governance and formulate improvement recommendations using the COBIT 2019 framework. The research was conducted through the identification of goals cascade and analysis of design factors to determine priority governance and management objectives. Data were collected through literature studies, observations, interviews, and questionnaires involving 30 respondents selected based on RACI Chart mapping. The determination of priority objectives used an importance value of ≥50 obtained from the COBIT 2019 Design Toolkit. The results show that the priority objectives include APO13, DSS05, DSS04, DSS06, and APO12. All objectives are currently at Level 3 (Defined Process) with a target of Level 4 (Predictable Process), indicating a gap ranging from 0,98 to 1,21. The improvement recommendations focus on strengthening information security, enhancing monitoring and evaluation, improving access and service control, ensuring service continuity, strengthening business process control, and improving risk management.
