Abstract

The increasing number of Indonesian migrant workers in Malaysia during the 2022– 2024 period has been accompanied by a high level of vulnerability to human trafficking crimes, particularly among non-procedural workers. Despite the existence of national regulations, bilateral cooperation, and regional frameworks, the protection of Indonesian migrant workers continues to face challenges in coordination and cross- border law enforcement. This condition indicates that state protection mechanisms have not fully addressed the problems faced by Indonesian migrant workers, highlighting the need for non-governmental organizations as advocacy actors capable of strengthening protection through transnational advocacy networks. In light of this situation, this study aims to identify and describe the role of Migrant CARE in advocating for cases of human trafficking involving Indonesian migrant workers in Malaysia from 2022 to 2024. The analysis applies the theory of Transnational Advocacy Networks (TANs), focusing on the elements of information politics, symbolic politics, leverage politics, and accountability politics, alongside the concept of human trafficking. The research employs a qualitative-descriptive method, utilizing interviews and document analysis. The findings reveal that Migrant CARE plays a contributory role in expanding the protection space for Indonesian migrant workers by bringing human trafficking issues into the transnational arena, building solidarity within migrant advocacy networks, and promoting collective pressure on the governments of Indonesia and Malaysia. This transnational advocacy contributes to strengthening more responsive protection for PMI, although its optimization remains influenced by the political will of the involved states and the consistency of cross- border law enforcement.
