Abstract
This study aims to analyze the role of TVR Parlemen in realizing an Open Parliament through the provision of public information on the DPR RI Youtube channel, as a response to demands for transparency and efforts to increase public trust in the legislative institution. This research employs a descriptive qualitative method using Van Meter and Van Horn’s policy implementation theory, which reviews six variablesStandards and Objectives, Resources, Inter-organizational Communication and Enforcement Activities, Characteristics of the Implementing Agencies, Economic, Social, and Political Conditions, and Disposition of Implementors. Data collection techniques included in-depth interviews with internal parties of the Parliamentary News Bureau, participant observation, and documentation. The results indicate that the implementation of Open Parliament by TVR Parlemen has proceeded procedurally through the availability, it still faces challenges balancing information openness with political image interests. In the communication indicator, distortions were found due to the application of positive journalism, resulting in TVR Parlemen having a dual role as propaganda media, making transparency controlled and avoiding sensitive issues. Regarding resources performance is hindered by technological infrastructure due to budget politics where equipment procurement is not prioritized, despite adequate human resource quantity and quality. The disposition of implementers shows high dedication but tends to be defensive in an effort to protect the institution’s image, supported by a bureaucratic structure vulnerable to political intervention. In conclusion, the role of TVR Parlemen in the Open Parliament is currently not maximal, information access is open, but public participation and accountability are not yet optimal due to the dominance of institutional image interests.
