Abstract

Pharmaceutical inventory management is a strategic component of hospital management as it directly affects the continuity of healthcare services and the efficiency of budget utilization. Problems such as stock accumulation, slow inventory turnover, and the risk of expiration are still frequently encountered, particularly for slow-moving items. One of the methods applied to reduce these risks is the First Expired First Out (FEFO) method. This study aims to analyze the effectiveness and efficiency of pharmaceutical inventory management through the implementation of the FEFO method at Universitas Indonesia Hospital (RS UI) during the 2023–2024 period. A descriptive quantitative research design was employed using secondary data of pharmaceutical inventory, including non-generic drugs, medical consumables, and medical devices. Effectiveness and efficiency were measured using the inventory turnover ratio and days of inventory (DOI), with an efficiency standard of DOI ≤ 22 days. The results showed that out of 99 inventory items analyzed, 83 items were categorized as effective, while 16 items were classified as ineffective. Among the 83 effective items, 67 items were considered efficient and 16 items were not yet efficient. Overall, the implementation of the FEFO method at RS UI was supported by an integrated logistics information system that enhanced inventory movement and significantly reduced the average DOI from 2023 to 2024. However, challenges remain in managing medical devices and slow-moving items, which require more specific inventory control strategies. In conclusion, the implementation of the FEFO method at RS UI has been effective and relatively efficient. Nevertheless, improvements are still needed in procurement planning, inventory quantity control, and the formalization of written standard operating procedures to achieve optimal efficiency across all inventory categories.
