Abstract
Information technology (IT) plays a strategic role in supporting the sustainability and quality of public organization services; therefore, its implementation requires effective governance and management. Despite achieving an SPBE index at level 5, several operational issues were identified, including network incidents caused by unauthorized device installation, recurring application disruptions, slow procurement and renewal of IT infrastructure, and insufficient coordination between IT and non-IT units. These conditions have the potential to reduce the quality of library services. This study aims to evaluate the implementation of IT at the Jakarta Library and assess the capability level of existing processes. The research employs the COBIT 2019 framework using a qualitative and quantitative approach through observation, interviews, and Likert-scale questionnaires. The results indicate that improvement efforts are focused on five main processes with a target capability level of 4, while the current capability levels are at level 2 and level 3. These findings show that IT processes have been implemented but are not yet consistently executed or fully standardized. Therefore, strengthening risk integration into decision-making, improving the consistency of SOP implementation and documentation, and enhancing evaluation, monitoring, and continuous improvement are necessary to ensure that IT governance effectively supports sustainable library services.
