Abstract
Recurrent flooding has become a chronic and systemic threat to the urban landscape of South Tangerang, Indonesia, causing significant socio-economic disruptions. This study employs the concept of disaster communication and analyzes the communication strategies used for flood mitigation in South Tangerang. The research uses a qualitative descriptive method, relying on in-depth interviews with key stakeholders from government agencies and community volunteers, as well as observation and document analysis. The study identifies several communication strategies in flood disaster mitigation: (1) Territorial communication, encompassing coordination between BPBD (Regional Disaster Management Agency) and related local agencies such as neighborhood associations (RT/RW), sub-districts (kelurahan), and districts (kecamatan); (2) Information dissemination on disaster-related issues, early warnings, and public advisories through digital platforms such as websites and social media; (3) Public outreach, including both active and passive education conducted by BPBD, and long-term programs by Tagana and the Social Service (Dinsos) such as Tagana Goes to School. The government collaborates with the community, academia, the business sector, and the media within the pentahelix framework. Challenges identified include behavioral resistance, limited human and material resources, and instances of miscoordination leading to delays or errors in logistics delivery.
