Abstract
The development of artificial intelligence (AI) systems demands governance that is ethical, inclusive, responsible, and aligned both nationally and regionally. Previous studies have highlighted the importance of global and regional AI governance (Ashok et al., 2022; Isono & Prilliadi, 2023; Grau & Hankins, 2023), but there has been limited discussion on the integration of the ASEAN Guide on AI Governance and Ethics into national policies such as Indonesia’s Stranas KA. This study aims to analyze the alignment between Stranas KA and the ASEAN Guide, using a qualitative case study approach through document analysis and in-depth interviews. The findings reveal that Stranas KA reflects the principles of responsible and human-centered AI, aligning with the values of Pancasila and the ASEAN guidelines. However, gaps in implementation were identified, such as the lack of audit mechanisms, oversight instruments, and risk evaluation systems. These findings suggest that the ASEAN Guide has strategic potential as a reference in the development of technical guidelines for Stranas KA. The study recommends strengthening institutional capacity, fostering synergy among stakeholders, and adopting a multi-level governance approach that is adaptable to local and regional dynamics in order to build an ethical and sustainable AI ecosystem
