Abstract

The protracted Israel–Palestine conflict has precipitated a severe food crisis across the Palestinian territories, particularly in the Gaza Strip and the West Bank. This study aims to critically examine the strategic interventions of the Food and Agriculture Organization (FAO) in mitigating food insecurity resulting from the escalation of conflict during the 2022–2024 period. Employing a qualitative case study approach, the research is based on systematic document analysis of official publications from FAO, the World Food Programme (WFP), and other relevant international organizations. The findings indicate that FAO has played a pivotal role in delivering humanitarian assistance, providing agricultural technical support, and enhancing local institutional capacity to establish a resilient food system under conditions of restricted access and extensive infrastructure destruction. Utilizing Clive Archer’s theory of international organizations, the study conceptualizes FAO’s role as an instrument, an arena, and an autonomous actor in promoting food security as a core component of human security. The research underscores the significance of international institutional engagement in safeguarding civilian welfare in conflict-affected regions.
