Abstract

This study aims to examine the strategies employed by the General Elections Commission (KPU) of Karo Regency in increasing political participation during the 2015 Regional Head Elections (Pilkada). The research is grounded in Alfred D. Chandler’s theory of strategic planning, which emphasizes the importance of setting long-term goals, determining appropriate courses of action, and allocating structured resources. This study uses a descriptive qualitative method with a case study approach. Data were collected through interviews, observations, and documentation. The findings show that KPU Karo implemented two main communication strategies: conventional campaigns and digital campaigns. Conventional methods, such as door-to-door outreach, involvement of traditional and religious leaders, and the use of visual media like banners and leaflets, were found to be more effective in engaging voters and fostering two-way communication. In contrast, digital campaigns via Facebook and the official website were less effective due to limited internet access and a lack of interactive communication design. The study concludes that KPU Karo's strategy successfully increased voter participation, although it did not reach the national target. Strategies based on social relations and direct communication proved more effective than one-way digital approaches. Chandler’s theory is applicable in explaining the dynamics of KPU’s strategic planning and has direct implications for institutional planning success in local contexts.
