Abstract
This research aims to explain how UN Women, as an international organization, has contributed to increasing women's participation in the workforce in Saudi Arabia through the Women Empowerment Principles (WEPs) from 2018 to 2024. The research employs a qualitative method using literature review as the source of secondary data. Liberal feminism theory, gender equality, and international organization theory are applied to address the research question. The findings reveal that the low participation of women in Saudi Arabia's workforce is largely due to deeply rooted patriarchal culture, gender segregation, and the male guardianship system, which restrict women's freedoms. This situation is exacerbated by limited access to equal career opportunities for women. In response to these conditions, UN Women actively implemented various initiatives to enhance women's workforce participation. UN Women's role is manifested through the implementation of the Women Empowerment Principles as an instrument, arena, and independent actor, executed in collaboration with leading companies such as STC, Zain KSA, and Nokia Al-Saudia, as well as government-supported training programs including Tamheer, Wusool, and Qurrah. These efforts have significantly increased women's participation from 22% to over 35% between 2018 and 2024. However, UN Women encountered several challenges, such as cultural resistance from conservative Saudi society and limitations in providing specific technical implementation guidelines. Despite these challenges, UN Women’s involvement has positively impacted women's workforce participation, although ongoing obstacles remain.
