Abstract

During the COVID-19 pandemic (2020–2022), cases of domestic violence (DV) in Indonesia increased significantly. This revealed a contradiction between the ideal of home as a safe space for women and the reality that stay-at-home policies heightened their vulnerability to violence. This phenomenon, known as the "Shadow Pandemic," highlights how COVID-19 also triggered a gender-based violence crisis. In response, the Indonesian government launched several efforts, ranging from DV handling protocols to psychological services, yet these proved insufficient. As a result, UN Women stepped in to provide additional support. This research employs a descriptive qualitative method, utilizing secondary data obtained from literature studies and primary data collected through in-depth interviews with representatives of UN Women Indonesia and the Director of Jakarta Feminist. Using Clive Archer’s concept of the roles of international organizations, the study finds that UN Women acted both as an arena initiating informal public discussions on social media and as an actor through awareness campaigns such as He for She at Home and Orange the World. The organization also supported policy formulation, training for service provider, shelter provision, and the integration of digital tools, such as DV support notifications on platform X. However, these roles remain limited due to structural barriers such as the government's inadequate commitment to addressing gender based concerns, frequent leadership turnover that hinders coordination, and persistent gender bias among service providers and the public.
