Abstract

Humanitarian issues have become a pressing global concern, including the handling of cross-border refugees. Indonesia, as a developing country that has not ratified the 1951 Refugee Convention, continues to serve as a transit country for refugees. However, in 2023, a wave of public rejection toward refugees prompted the government to take a firm stance on refugee management. This study aims to analyze the factors behind the temporary acceptance of refugees and examine Indonesia’s position through the lens of its foreign policy. The research employs a qualitative exploratory method with a comparative case study approach, focusing on two different periods: 2015 and 2023. Data is collected from both primary and secondary sources. This study applies the poliheuristic theory to understand the decision-making process of the Indonesian government. The findings reveal that humanitarian and political factors are the main drivers of Indonesia's temporary acceptance of refugees. Moreover, Indonesia has remained consistent in its foreign policy approach during both periods, despite facing public resistance. Keywords: Refugee, Foreign Policy, Indonesia, Community
