Abstract
This research discusses Indonesia’s cultural diplomacy through the Indonesian International Student Mobility Awards (IISMA) program organized by the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) in 2023 in Croatia, particularly through the HEROES Challenge activity in Zagreb. The study aims to analyze the role of IISMA as a means of Indonesia’s cultural diplomacy and examine the contributions of both state and non-state actors namely the government and IISMA student participants (awardees) in introducing Indonesian culture to the Croatian public. Cultural diplomacy is understood as a form of soft power used to build a positive national image through the exchange of culture, arts, and humanitarian values. Using a descriptive qualitative approach and the theory of Multi-Track Diplomacy, this research explores how cultural activities conducted by IISMA awardees succeeded in introducing elements of Indonesian culture, fostering cross-cultural interaction, and increasing local understanding of Indonesia. The findings indicate that although cultural diplomacy through IISMA has been implemented, it still faces challenges such as limited logistical support, lack of media exposure, and suboptimal synergy between the government and program participants. Therefore, evaluation and strategic strengthening are needed so that the IISMA program can become a more effective instrument of Indonesia’s cultural diplomacy on the global stage.
