Abstract
In Jakarta, continued investment in the transportation sector is encouraged to achieve optimal results. However, there are negative impacts resulting from the use of private transportation. Therefore, a good mode of public transportation is needed. One type of public transportation that is successfully used in Indonesia, especially in Jakarta is the Jakarta MRT which is the result of cooperation between Indonesia and JICA. This study aims to analyze the results of cooperation between Indonesia and JICA on the Jakarta MRT phase 3 project in the capacity building sector in accordance with the Memorandum of Understanding (MoU) signed by both parties in 2022. This research uses the theory of bilateral cooperation and the concept of capacity building. This research is a qualitative research that uses primary data sources obtained through interviews and MoU and secondary data obtained through literature studies. The results showed that the cooperation between Indonesia and JICA on the Jakarta MRT phase 3 project is an example of strategic and mutually beneficial bilateral partnership. JICA provided substantial technical support in the technical study and design of the Jakarta MRT system. However, in the context of capacity building, this cooperation has not yet fully reached the strengthening of human resources within the Ministry of Transportation, but in the institutional aspect, the cooperation between Indonesia and JICA has met the capability.
