Abstract
This study examines the phenomenon of Islamic favoritism in the initiative of the Religious City Implementation Regional Regulation by the Depok City Government in 2019. Through a qualitative descriptive approach, this research analyzes how Islamic favoritism influenced the formulation process of this regional regulation draft, utilizing public choice theory and elite theory to examine the dynamics of power and policy-making processes. Data was collected through in- depth interviews with key stakeholders, including representatives from DPRD Depok City, DPC PKS Depok City, PDIP Faction, PC NU Depok City, and SETARA Institute. The findings reveal that the Religious City regulation initiative reflects the dominance of elite interests and religious favoritism in local policy- making, demonstrated through the use of formal governmental structures to advance majority religious interests, limited public participation in the policy formulation process, and potential constitutional violations regarding regional authority and religious affairs. The study concludes that this regulation draft exemplifies how local political elites utilize religious symbolism and formal policy instruments to consolidate political support, despite concerns about discrimination against religious minorities. This research contributes to understanding religious- based policy-making in Indonesia's decentralized context and highlights the challenges of maintaining constitutional principles in local governance.
