Abstract
This research aims to analyze and evaluate Biden’s efforts to restore and expand the scope of DACA during the 2020–2024 period. This research uses the concepts of illegal immigrants and immigration policy, and also applies the policy formulation process based on Lee & Anderson’s framework (2008) to analyze the policy formation process for DACA restoration and expansion, and the five idiosyncratic indicators of John Rourke (2008) to analyze the factors that hindered Biden's efforts related to this policy. This research uses a descriptive qualitative method, relying on secondary data. The author uses the three-step data analysis method developed by Miles, Huberman & Saldaña (2014), which consists of data condensation, data display, drawing and verifying conclusion. The findings of the research suggest that, during his presidency, Biden has made several efforts to restore and expand the scope of DACA, including codifying DACA as a federal regulation to strengthen its status; creating the Build Back Better, the U.S. Citizenship Act of 2021, and the American Dream and Promise Act of 2021 Bills, which broadly aim to provide a pathway to citizenship for DACA recipients; and providing access to the Affordable Care Act to them. However, each of these efforts encountered deadlocks for similar reasons, namely the lack of a clear Congressional agreement on DACA and court rulings opposing the existence of DACA, which ultimately blocked Biden's efforts. Additionally, the obstacles were also caused by idiosyncratic factors originating from Biden himself, such as his personality, physical and mental condition, ego and ambition, personal and political experience, and the reality that did not align with Biden's agenda to restore and expand the scope of DACA.
