Abstract

This study stems from the issuance of Presidential Instruction No. 2 of 2022, which underscores the need to enhance the use of Domestic Products through MSMEs and P3DN initiatives. Government institutions and regional apparatuses (KLPDs) have yet to achieve the minimum 95% realization target for domestic product expenditure, leading to sanctions for non-compliance. The research aims to analyse the text network on the social media platform of the National Public Procurement Agency (LKPP) of Indonesia. The theoretical framework employs Rogers' Communication Network Theory, which emphasizes on understanding communication network structures to uncover patterns of information distribution and interconnectivity between texts within digital media. This study adopts a mixed-methods approach using a Sequential Explanatory design, combining quantitative methods (text network structure analysis, content categorization, and sentiment analysis) on @lkpp_ri, official Instagram account of LKPP, with qualitative content network analysis and structured interviews. Quantitative findings reveal that sentiment analysis indicates 69% positive sentiment supporting affirmative policies, 24% negative sentiment addressing information and transparency challenges, and 7% neutral sentiment concerning informative content. Qualitative findings highlight the idea of the structure of text networks in LKPP's digital communication prominently features the words "LKPP", "procurement", "electronic catalogue" and "domestic products", reflecting the institution's focus on optimizing digital procurement and promoting local products. However, terms related to "supervision" and "policy evaluation" show lower connectivity. Content categorization supports affirmative campaigns could be seen by the usage of hashtags in captions such as #KatalogElektronik, #Banggabuatanindonesia, and #DukungUMKM. Result indicates that LKPP, as the institution responsible for procurement policies, has implemented Presidential Instruction No. 2 of 2022 effectively.
