Abstract
Digital transformation in government administration has encouraged the Jakarta Population and Civil Registration Office to develop the Avocado Betawi Application as an innovation in digital-based population administration services. This study aims to analyze the implementation of e-Government through the Avocado Betawi Application in the Jakarta Provincial Government from the perspective of Governance Network Theory proposed by Klijn and Koppenjan. This study uses a qualitative research method with a descriptive approach. Data collection techniques were carried out through interviews and literature studies. The results of the study indicate that the implementation of the Avocado Betawi Application has reflected network governance practices through the involvement of various actors, namely the Jakarta Population and Civil Registration Office as the main actor and network manager, the Jakarta Provincial Communication, Informatics, and Statistics Office as a digital infrastructure provider, the sub-district level government as service implementer, Gojek as a private partner in document distribution, and the public as service users. However, its implementation still faces challenges in the form of increasing digital infrastructure capacity and increasing digital community literacy. Therefore, the success of the Avocado Betawi application is determined not only by the use of technology, but also by the effective management of the inter-actor network in realizing integrated, collaborative, and community-oriented population administration services.
