Abstract
Learning monitoring and evaluation (M&E) is an important instrument for ensuring the quality of higher education. However, the M&E results in one Study Program still indicate that several indicators have not yet achieved their targets. This condition indicates the presence of factors and potential risks that may hinder the achievement of learning quality objectives, highlighting the need for systematic risk management. This study aims to conduct risk management on the learning M&E process using the ISO 31000:2018 framework, which includes establishing the context, risk identification, risk analysis, risk evaluation, risk treatment, residual risk assessment, monitoring and review, and recording and reporting. The identification process resulted in 30 risk events in the learning preparation aspect and 32 risk events in the learning process aspect. The risk analysis and evaluation identified 12 high-level risks in the learning preparation aspect and 23 high-level risks in the learning process aspect. All top risk events were addressed through mitigation strategies, with the residual risk assessment based on expert judgement showing that most risks decreased in level, although several risks related to student performance achievement and regulatory inconsistencies remained at a high level. The results provide a risk profile, risk treatment recommendations, and supporting instrument designs that can serve as a basis for developing a risk-based learning M&E system as a pre-implementation stage of risk management in the Study Program.
