Abstract
This study aims to analyze the effectiveness of the implementation and quality assurance of health human resources competency development through a collaboration model between BBPK Jakarta and non-accredited institutions in 2025. Utilizing the CIPP (Context, Input, Process, Product) evaluation model, this qualitative research involved 23 participants consisting of regulatory clusters, government clusters, professional organization clusters, and private institution clusters. Data were collected through in-depth interviews, participant observation, and document review to ensure validity through data triangulation. The results indicate that the implementation of this collaboration is highly effective as an instrument for accelerating training implementation and competency improvement in the health sector during the health transformation era. The context dimension is supported by a strong legal foundation, while the input and process dimensions demonstrate a transformation of the regulator's role into dynamic technical assistance through quality assurance. Despite challenges such as dual-role conflicts among partner staff and technical hurdles regarding digital system stability, the product dimension confirms competency validity and legal certainty through electronic certificates automatically integrated with the Plataran Sehat platform. Strict quality assurance by BBPK Jakarta successfully compensates for the partners' lack of accreditation status, ensuring that competency targets are optimally achieved. The study concludes that this mentoring model is an excellent strategic solution, although it requires strengthening formal post-activity feedback mechanisms to ensure the sustainability of the partners' internal management quality, particularly at BBPK Jakarta
