Abstract
Amid the wave of digital transformation in the public sector, the POLRI Super App emerges as a symbol of modernization in police services. However, behind this image of innovation lies a power dynamic and pattern of actor relationships that shape the direction of digital policy within the Indonesian National Police (POLRI). This study explores the distribution of power in the policy network surrounding the development of the POLRI Super App, using David Knoke’s Policy Network Theory, focusing on two core elements: power structure and interlocking directorates. Employing a qualitative descriptive method, data were collected through document analysis, interviews, and indirect observation. The findings reveal that the development of the POLRI Super App is dominated by the Chief of Police and the Division of Information and Communication Technology (DivTIK), who hold central roles in decision-making, data governance, and feature development. This centralized power structure limits the participation of other actors—both internal and external. The research also identifies interlocking patterns involving partners such as academic experts and private companies; however, these relationships tend to be subordinative rather than genuinely collaborative. The dominance of key actors results in a lack of responsiveness to input from regional units and the public. Theoretically, this study contributes to the enrichment of Policy Network Theory by demonstrating that in the context of e-government, imbalanced power structures and unequal actor interactions can hinder effective digital governance. In the G2G dimension, dominant control restricts cross-agency coordination; in G2B, the relationship with the private sector is transactional rather than innovative; and in G2C, limited public participation weakens the responsiveness of digital public services. Therefore, successful digital transformation requires more balanced and collaborative relationships among actors within the policy network.
