Abstract

The dominance of private vehicle usage has caused traffic jams in DKI Jakarta that have disturbed the public for years. Because of this, the DKI Jakarta Regional Government has tried to solve this by implementing the smart mobility dimension of the smart city concept and its derivative policies, namely the Jak Lingko system. However, over the past few years, these two things have not succeeded in reducing traffic jams in Jakarta. Therefore, the purpose of this study is to analyze the implementation of the smart mobility dimension and the Jak Lingko system using Wicaksana's smart mobility indicators and Grindle's policy implementation model. The method used in this study is qualitative research with a descriptive research design, and uses interview methods and literature reviews to obtain the required research data. Wicaksana's indicators explain that there are 3 aspects that influence the success of the implementation of the smart mobility dimension, namely Move Freely, Less Mobility, and Less Travel Time. Grindle's policy implementation model itself has 2 important aspects that influence the success of implementing a policy, namely Policy Content and Implementation Environment. Based on the results of the study using the data that has been collected, there are still several shortcomings in the implementation of the Jak Lingko system policy and the smart mobility dimension. Things like socialization that hinders benefits, change targets that have not been achieved because public transportation development has not been a priority, policy implementers have not received sufficient power and authority so that there are differences in business models between transportation BUMDs, inadequate resources, use of power and political will that are not optimal, characteristics of the institutions in power are different so that a shared vision and synergy have not been achieved, and the level of compliance is not optimal. All of these things make the Jak Lingko policy and the smart mobility dimension unable to achieve their goals.
