Abstract
The prevalence of illegal cigarette circulation in Indonesia has resulted in significant losses in state revenue. Ciamis Regency has emerged as a hotspot for illegal cigarette distribution, prompting the Local Government's attention. As part of its role in Government Public Relations, the Department of Communication and Informatics must take action to crack down on illegal cigarettes through various educational initiatives in Ciamis Regency. This research aims to explore the specific communication strategies employed by the Communication and Informatics Department of Ciamis in implementing the Crackdown on Illegal Cigarettes program, utilizing the Assifi and French communication planning model. The study employs a qualitative research method with a case study approach, using data collection techniques such as in-depth interviews, documentation review, and literature studies. The analysis includes data reduction, presentation, and drawing conclusions, with data validity ensured through source triangulation. The research involves one key informant and two additional informants. The findings reveal that the Communication and Informatics Department of Ciamis Regency uses communication strategies to analyze issues, understand the target audience, set goals, select appropriate media, develop effective messages, create media content, implement programs, and monitor and evaluate progress. The department's communication strategy involves direct socialization activities and outreach through social media, mass media, and print media. By raising awareness about the dangers of illegal cigarettes, the program aims to educate the public and discourage consumption. Despite its efforts, the department faces challenges such as limited resources and budget constraints.
