Abstract

This study analyzes the influence of Hassan Rouhani's idiosyncratic factors on the foreign policy of the Islamic Republic of Iran regarding the struggle for Palestinian independence during his two terms in office (2013-2021). The Palestinian issue is a fundamental pillar of Iran's foreign policy ideology, yet the approach often fluctuates depending on the characteristics of the leader in power. Utilizing Margaret Hermann's Leadership Trait Analysis (LTA) framework and Jerrold Post's psychobiographical techniques, this research deconstructs seven personality indicators to determine Rouhani's leadership typology. The findings reveal that Rouhani exhibits an Incremental leadership style, acting as a Moderating Interpreter. In his first term, Rouhani’s motivation was primarily relationship-focused, prioritizing universal humanitarian narratives and multilateral diplomacy to restore Iran’s international image following the nuclear deal. However, in the second term, a shift toward a problem-focus occurred in response to the United States' "Maximum Pressure" policy. While continuing to utilize legalistic instruments on the international stage, Rouhani pragmatically strengthened asymmetric defense capabilities through military technology transfer to resistance factions in Gaza. This study concludes that Rouhani’s idiosyncratic factors successfully transformed the face of Palestinian diplomacy from confrontational rhetoric into a more rational, measured, and national interest-based strategy without abandoning Iran's revolutionary ideological roots.
