Abstract

This study aims to analyze the implementation of tha early warning system related to brawl prevention through the role of the Vigilance Division of Bakesbangpol DKI Jakarta Province and to identify the challenges encountered in its implementation. This study employed a descriptive qualitative method with a case study approach. Data were collected through in-depth interviews with informants and subsequently analyzed using George Edwards III’s (1980) policy implementation theory. The results indicate that that early warning system has been implemented by the Vigilance Division through early detection and information management, inter-agency coordination, the implementation of brawl prevention programs, and the development of the Community Early Warning Forum (FKDM). Policy implementation has been supported by clear and consistent communication, implementers’ dispositions characterized by commitment and perspectives aligned with the policy objectives, a bureaucratic structure supported by implementation and technical guidelines serving as Standard Operating Procedures (SOP), and a clear distribution of authority. In terms of resources, implementation has been supported by the availability of information and authority, however it has not yet been optimal in terms of the number and capacity of personnel, budget support, and digital technology-based supporting facilities. The study also identifies three main challenges: the need to adapt to changes in the characteristics of brawls, limited resources, and the need to strengthen public participation in early warning system.
