Abstract

Post-pandemic, the deployment of female migrant workers to Malaysia has increased significantly in the domestic sector, but this has been accompanied by a surge in complaints. This study aims to discuss and analyze cooperation between Indonesia and Malaysia in the placement and protection of female migrant workers in 2022–2024. Using cooperation theory and the concept of international migration, the study employed descriptive qualitative methods with primary and secondary data. Primary data were collected through semi-structured interviews with the Directorate of KP2MI, the Directorate of Complaints and Mediation Services of the KP2MI, the Commissioner of Komnas Perempuan, the Chairperson of the Indonesian Migrant Workers Association, and the Directorat of Protection of Indonesian Citizens of the Ministry of Foreign Affairs. Secondary data were collected through literature studies. The findings indicate that the 2022 cooperation resulted in normative progress through the One Channel System, salary standards, and the Joint Working Group mechanism. However, several obstacles remain, including disparity in Malaysia's domestic policy priorities, insufficient preparation of prospective Indonesian female migrant workers, and weak coordination between levels of government in Indonesia. The accumulation of 3,171 complaints from female migrant workers between 2022 and 2024 confirms the wide gap between commitments to cooperation and substantive protection on the ground.
