Abstract

This study examines French cultural diplomacy in Indonesia amid global popular culture dominance, such as Hollywood and Hallyu. Although French cinema's market share in Indonesia is only about 0.2 percent, the French Cinema Festival (FSP) has been consistently organized since 1996. This research analyzes the implementation of France's cultural diplomacy strategy during the 2023-2025 period. It employs a qualitative descriptive approach using interviews and literature reviews for data collection. To analyze this phenomenon, the study utilizes Niche Diplomacy theory as the primary framework, using France's status as a great middle power as its contextual justification. The findings show that France positions itself as a great middle power avoiding mass market competition and concentrating resources on a specific cultural niche. This strategy operates through four main pillars: specialization in auteur cinema and themes, optimization of comparative advantages via IFI infrastructure, Warung Prancis, and the B2B Film Lab program, elite targeting through exclusive spaces and local figures, and long-term consistency prioritizing trust-building over short-term financial gains. The study concludes that FSP serves as a value-based investment to preserve France's cultural autonomy and prestige amidst global competition.
