Abstract
This study discusses the role of UNHCR as an international organization mandated to protect refugees in addressing the Rohingya refugee crisis in Bangladesh for the 2017-2019 period. This study analyzes the role of UNHCR in addressing the Rohingya refugee crisis in Bangladesh using the concept of the role of international organizations proposed by Clive Archer, the author divides UNHCR's role into three, namely the role as an arena, instrument, and actor as proposed by Archer. In this study, the author uses a qualitative research method by analyzing and comparing data sources originating from official reports from UNHCR, the UN, the Bangladeshi Government and various other actors involved in handling the Rohingya refugee crisis in Bangladesh. This study shows that UNHCR has carried out its role well in addressing the Rohingya refugee crisis in Bangladesh during the 2017-2019 period in terms of the three role indicators proposed by Archer. Although in practice, UNHCR programs are still very dependent on other actors, especially the state.
