Abstract

This study analyzes the role of NGOs, namely JRS Indonesia, SUAKA, and AJAR, within Transnational Advocacy Networks (TANs) in protecting female refugees in Indonesia during 2021-2025. Using a qualitative descriptive method based on interviews and documentation, the findings show that Indonesia as a transit country faces a gendered protection gap due to limited legal frameworks, restricted access to rights, and weak international responsibility-sharing. JRS Indonesia focuses on humanitarian assistance, SUAKA on legal advocacy, and AJAR on documentation and human rights advocacy. Through TANs, the NGOs apply information politics, symbolic politics, leverage politics, and accountability politics to advance refugee protection issues. The boomerang pattern further illustrates how limited domestic channels push NGOs to engage transnational networks, generating normative pressure that returns to influence domestic policy spaces. However, transnational advocacy alone is insufficient to resolve structural protection gaps without stronger national policies and international commitments.
