Abstract
This study analyzes the factors that best explain the election of Wa Ode Herlina as a member of the DKI Jakarta Provincial Legislative Council (DPRD) from PDI Perjuangan in the 2024 Legislative Election in the DKI Jakarta 1 electoral district, and how ethnic identity, the party machine, and personal vote interact in shaping that outcome. As a candidate of Buton ethnic background competing in an urban area that is not her ethnic base, yet winning the highest personal vote (14,013 votes) among all PDI Perjuangan candidates in the district, her case provides an entry point for testing the limits of ethnic identity in electoral politics. The study employs a qualitative descriptive case-study approach. Informants were selected purposively, and data were collected through in-depth interviews and documentary study of election commission (KPU) data, campaign archives, and organizational documentation, with data validity examined through source and technique triangulation. The findings show that personal vote is the strongest factor explaining Wa Ode Herlina's election, built through a record of constituent service, accessibility, incumbency, and long-maintained social relationships. The name "Wa Ode" serves only as a limited marker of recognition, not as a trigger for ethnic group mobilization. Bonding social capital formed from local and territorial ties and later expanded into bridging social capital, while linking social capital and the PDI Perjuangan machine functioned as supporting capacities rather than sole determinants. The study concludes that in a heterogeneous urban space, ethnic identity does not automatically translate into electoral mobilization.
