Abstract
Through the signing of the Abraham Accords in December 2020, Morocco's foreign policy underwent a significant transformation, which was distinctly evident in its decision to normalize diplomatic relations with Israel. Although historically Moroccan foreign policy has pursued the principle of solidarity with the Palestinian people and maintained an active role within the Arab League, the state was confronted with shifting regional geopolitical contexts that threatened its sovereignty. The Maghreb region continues to be characterized by the territorial dispute over Western Sahara involving the Algerian-backed Polisario Front; however, rather than relying on regional organizations such as the Arab Maghreb Union (UMA), Morocco shifted towards seeking security guarantees from external powers. Utilizing John P. Lovell's foreign policy theory on foreign policy strategies, this study analyzes the phenomenon based on four factors: domestic capabilities, political elite perceptions, international system structure, and nation-state strategy. This study argues that Morocco adopted an Accommodation Strategy, as its foreign policy was driven by rational calculations of national interest. Morocco deemed it necessary to accommodate more powerful actors, namely the United States and Israel, to secure absolute recognition of its sovereignty over the phosphate-rich Western Sahara and to modernize its military defense capabilities. Furthermore, the dominance of the shadow political elite (Makhzen) under King Mohammed VI, alongside the 2011 Constitution which recognizes the nation's Hebrew cultural heritage, provided a strong justification for Morocco to set aside ideological opposition from the general public and domestic Islamic groups. This study concludes that forming alliances with major powers is imperative in Morocco's foreign policy; by securing support from powerful states within the international hierarchy, it becomes increasingly feasible for Morocco to safeguard its territorial integrity while advancing its domestic economic and security interests.
