Abstract
This study aims to analyze the institutional transformation of the Corruption Eradication Commission (KPK) during the leadership of Setyo Budiyanto through organizational strengthening, human resource development, changes in enforcement strategies, strengthening cross-sectoral collaboration, digital transformation, and improving institutional transparency and accountability. This study uses Lusthaus et al.’s organizational capacity theory as the main theory, supported by Mungiu-Pippidi’s corruption eradication theory. This study employs a qualitative approach with an explanatory research design. Data were collected through in-depth interviews and documentation, with primary data obtained from interview results and secondary data obtained through a literature review. The findings show that the institutional transformation of the KPK during Setyo Budiyanto’s leadership was carried out through organizational strengthening as an effort to restore institutional capacity, human resource development oriented toward asset recovery, strengthening corruption prevention through the National Strategy for Corruption Prevention (Stranas PK), the utilization of digital transformation through the Indonesian Anti-Corruption Learning Platform (PRAKTISI), and strengthening transparency and accountability through the optimization of e-LHKPN management. These changes indicate adjustments in organizational capacity, work practices, and institutional governance that contribute to improving the effectiveness of corruption eradication. The study concludes that the institutional transformation of the KPK during Setyo Budiyanto’s leadership indicates a more positive direction of change compared to the previous KPK leadership period. This transformation was carried out through strengthening organizational capacity and human resources, inter-institutional collaboration, digital transformation, and transparency and accountability to support the effectiveness of corruption eradication.
