Abstract

The number of cases involving undocumented Indonesian migrant workers (PMI) who fell victim to online scams in Cambodia saw a significant increase during the 2022–2024 period. This situation has placed the Indonesian Embassy in Phnom Penh in a key role as Indonesia’s diplomatic representative in providing protection and facilitating the repatriation of victims. This study aims to analyze the efforts of the Indonesian Embassy in Phnom Penh in repatriating undocumented PMI who fell victim to online scams in Cambodia during 2022–2024. This study employed a qualitative approach, using data collection techniques such as literature review, document analysis, and interviews. The concept of bilateral diplomacy is used to explain the coordination and cooperation between Indonesia and Cambodia in the process of protecting and repatriating victims. The research findings indicate that the Indonesian Embassy in Phnom Penh undertook various efforts, including verifying victims, coordinating with Cambodian authorities, providing temporary shelter, issuing travel documents, offering legal assistance, and facilitating repatriation to Indonesia. Bilateral diplomacy played a crucial role in supporting these processes. However, its implementation still faces obstacles in the form of a high number of cases, limited protection facilities, and the unclear legal status of the victims. Therefore, strengthening bilateral cooperation and the migrant worker protection system is necessary to improve the effectiveness of handling similar cases in the future.
