Abstract
The ongoing challenges faced by Indonesian migrant workers demonstrate that protecting them requires the involvement of various actors, including non-governmental organizations. One organization involved in this issue is Migrant CARE, through its Migrant Worker Care Village Program (Desbumi) in Jember Regency. This study aims to analyze the role of Migrant CARE through the Desbumi Program in Jember Regency in 2022–2023. This research employed a descriptive qualitative method, with data collection techniques including interviews and literature review. This study utilizes Lewis and Kanji's concept of the role of Non-Governmental Organizations (NGOs), which includes implementers, catalysts, and partners. It is supported by a constructivist norm diffusion perspective to examine the process of disseminating the value of migrant worker protection. The research findings show that Migrant CARE plays an implementer role through the provision of safe migration education, administrative assistance, consultation services, and strengthening of the Integrated Service Center (PPT). As a catalyst, Migrant CARE plays a role in raising public awareness of migrant workers' rights and the importance of safe migration through outreach, training, and the involvement of former migrant workers as agents of change. Meanwhile, as a partner, Migrant CARE builds collaborations with village governments, Desbumi cadres, former migrant worker communities, and various supporting institutions to strengthen the governance of migrant worker protection at the local level. The research findings indicate that the Desbumi Program not only improves access to services for migrant workers and their families but also encourages the internalization of migrant worker protection norms in community life and strengthens village institutional capacity in a sustainable manner.
