Abstract

This study aims to analyze China's role in supporting infrastructure development in Laos through the China-Laos Railway project within the framework of the Belt and Road Initiative during the period of 2021 to 2024. China's involvement in this project, valued at approximately 6 billion United States dollars and equivalent to one-third of Laos' Gross Domestic Product, cannot be understood merely as a conventional form of infrastructure cooperation given the scale of investment and the complexity of interests underlying it. This study employs a qualitative exploratory approach, with data collected through library research and written interviews. The findings reveal that China's national interest in this project operates on two mutually reinforcing dimensions, namely the economic dimension, which encompasses market access expansion, the channeling of domestic industrial surplus capacity, and the pursuit of long-term economic gains, as well as the strategic-political dimension, which encompasses the consolidation of geopolitical influence, the construction of soft power, and the creation of diplomatic leverage through structural dependency. Applying role theory, this study identifies three main roles played by China in the project, namely as the primary provider of capital and financing, as the main contractor and technology provider, and as an actor driving regional connectivity development. The analysis of the three role theory dimensions reveals a consistent gap between the win-win cooperation narrative constructed by China, the expectations held by Laos and the international community, and China's actual behavior on the ground. This study concludes that the China-Laos Railway project reflects the complexity of contemporary international relations, where infrastructure development cannot be separated from broader geopolitical interests and the ongoing negotiation of interests between major powers and developing states.
