Abstract
The 2022 Russian invasion of Ukraine triggered geopolitical shocks that drastically altered the priorities of British Foreign Policy, shifting Official Development Assistance (ODA) away from developing nations in Asia and Africa toward Eastern Europe, amid post-Covid-19 and post-Brexit budget cuts. This study identifies the impact of implementing the UK’s ODA policy during the Ukraine crisis (2021-2024) and evaluates the shifts in British Foreign Policy priorities. It utilizes James N. Rosenau’s Five-Factors framework (Pre-Theories) to explain the interconnectedness between domestic factors and international system. This descriptive qualitative research employs literature review and documentation methods, utilizing primary data such as FCDO reports and parliamentary debate transcripts. Data analysis was conducted using the Miles & Huberman interactive model and the process-tracking method. The study finds that the increase in ODA to Ukraine represents a strategic instrumentalization of foreign aid. Based on Rosenau’s analysis, this shift was driven by five variables in hierarchy of determination that resulted in a cross-party policy convergence; Systemic, Role, Government, Idiosyncratic, and Societal.
