Abstract

This study aims to analyze the synchronization between the planning of legislation in the National Legislation Program (Prolegnas) and national development planning as outlined in the National Medium-Term Development Plan (RPJMN). The study uses a normative juridical method with a statutory regulatory approach and a conceptual approach through a qualitative analysis of primary and secondary legal materials. The results show that although normatively the preparation of the Prolegnas and the RPJMN must be carried out simultaneously and interconnected, in practice there is still a lack of synchronization. Of the 37 regulatory requirements listed in the 2020–2024 RPJMN Regulatory Framework, only 19 bills, or approximately 51.3%, are included in the annual priority Prolegnas. This lack of synchronization has various implications, including resource inefficiency, suboptimal implementation of the development agenda, policy fragmentation, legal uncertainty, and hampered regulatory reform. To address these issues, it is necessary to strengthen regulations, integrate institutions and procedures within the legislative planning process, and reinforce mechanisms for reviewing and screening bills based on their alignment with national development needs.
