Abstract
This study analyzes the effectiveness of the Depok City General Election Commission's (KPU) strategy in encouraging voter participation in the 2024 regional election, while identifying the factors behind the decline in participation. The study uses a descriptive qualitative method, with primary data from interviews with the Chairperson of KPU Depok City, the Commissioner for the Outreach Division, and two political observers, plus secondary data from official KPU documents and media coverage. Effectiveness is analyzed using three indicators from Steers (1977), namely goal attainment, process quality, and adaptability. The findings show voter turnout declined compared to 2019, from 69.32 percent to 61.74 percent in the gubernatorial election and from 62.80 percent to 61.71 percent in the mayoral election, well below the 80 percent target. All three Steers indicators point to results that fell short, whether in reaching the target, in outreach quality that was not evenly felt by residents, or in program adaptations not widely recognized by the public. The decline was also shaped by structural factors beyond KPU's control, such as voter fatigue, Depok's status as a satellite city of Jakarta, and a reduction in polling stations from 4,015 to 2,749. This study concludes that KPU Depok City's strategy for the 2024 election was, overall, not effective.
