Abstract
Climate change has become a major challenge for Small Island Developing States (SIDS), including Fiji, which are facing an increase in the intensity of hydrometeorological disasters and pressures on national development. These conditions have prompted the Fijian government to implement fiscal policies by increasing the public debt ratio during the 2020–2024 period. This study aims to analyze how this policy is understood through the lens of Securitization Theory and to assess whether a borrowing policy with a high debt-to-GDP ratio constitutes an “extraordinary measure” in response to the climate crisis. The study employs a descriptive qualitative approach using a literature review method, analyzing official government documents, reports from international organizations, and scientific literature. The analysis was conducted using Securitization Theory developed by Buzan, Wæver, and de Wilde (1998). The results indicate that the Fijian government successfully constructed the climate crisis as an existential threat through various speech acts that gained legitimacy from the domestic audience, thereby creating space for the mobilization of policy and state resources. However, this study found that the government made no effort to explicitly frame high-debt-ratio loan policies as extraordinary measures. Consequently, while the Fijian government successfully constructed the threat, it failed to construct an appropriate response.
